That sentence is doing more work than every “up to 50 %” in this catalogue combined. A restrictor is a hole: flow through it climbs when your pressure climbs. A regulator holds the maximum steady. The practical result is a shower that behaves the same whatever the rest of the building is doing.

A restrictor is a fixed hole: the flow through it still rises and falls with your pressure. A regulator holds the flow at a set maximum across a range of pressures. The maker states the limit applies "even at differing water pressure", which is the distinction — and it means the shower feels the same at seven in the morning as at midnight.
It is the shortest but one in this hub. On a rail, length is the range over which the head can be set, so a short rail suits a household of similar heights and a tall one is better served by 70 cm or more.
