That is the question to ask before ordering, and this listing does not answer it. A drawer occupies the full depth of the cabinet at the top — exactly where the waste and trap sit. Some units notch the drawer around it; some cannot. Confirm with the seller.
The maker states it as the total the construction carries. It is a useful figure and a blunt one — it does not tell you what the drawer alone holds, which is the number that matters when it is full of bottles.
