The maker calls the 38 °C stop scald protection. It is a detent: a mechanical stop the hand feels, released by pressing a button. It prevents an absent-minded turn to 50 °C. It does not guarantee the water leaving the mixer is safe, and where genuine scald prevention is required a thermostatic mixing valve specified for the job is what provides it.
