Does it need an electrician or a plumber?
Neither. A tee goes on the flexible hose feeding your cistern, the attachment slides between the pan and the seat, and the seat bolts back down. The supplied tee is the part that decides whether it leaks, and this one is stated as brass-clad.
How cold is cold?
Mains temperature — around 10 to 15 °C in winter in most of Europe. That is a genuine shock, and it is why the warm-water seats further up this hub exist. On a non-electric attachment there is no alternative.
