Does it need an electrician or a plumber?

Neither. A tee goes on the flexible hose feeding your cistern, the attachment slides between the pan and the seat, and the seat bolts back down. The supplied tee is the part that decides whether it leaks, and this one is stated as brass-clad.

How cold is cold?
