On an inset basin, yes — the bowl sits below the worktop and the height is measured from the tap hole. On a countertop bowl it will not clear the rim, and that is what the tall basin tap family exists for.
It is the thread on the flexible hoses that connect the tap to your isolating valves, and it is the near-universal standard. Knowing it in advance means the valves under your basin can be checked before the tap arrives.
