A flow rate without a pressure describes nothing. This is one of the very few listings in the whole catalogue that gives both, for both outlets.

No, and the maker says so in its first line. This is a column: rail, rain head, hand shower and diverter, connected to a mixer or thermostat you already have. Buying it expecting a complete shower is the commonest and most expensive mistake in this hub.
The maker states 3 to 4 bar minimum and says it suits instantaneous heaters and low-pressure boilers. Below 3 bar the published flow figures do not apply, and a rain head is the fitting that suffers most from low pressure.
