No. A three-way tap is the outlet for a filter you install separately under the sink. What you are buying is the tap and its third waterway; the cartridge, the housing and the replacement schedule are all a separate purchase.
Because a tap that mixes filtered water into the same channel as hot and cold delivers filtered water that has just been sitting in a warm pipe. Three lines keep them apart all the way to the outlet, and that is the point of the design.
