Because bathroom storage is mostly small objects, and small objects on a shelf become a heap that hides the thing you want. Four shallow drawers means four categories, each visible from above.
The maker supplies the fixing and states it should be used, and on a 30 cm footprint at 82 cm tall with loaded drawers, it is the right advice. A column with an open top drawer is easy to pull over.
