Do water-saving shower heads actually save water?

They restrict flow, which is not the same as saving. What you use is flow multiplied by time, and this site does not publish a percentage nobody can verify.

A water-saving head restricts flow; whether that saves anything depends on your pressure and your habits. This site reports the restriction the manufacturer states and does not publish a saving figure, because a saving depends on the installation rather than on the product.

How the restriction works

Either a moulded restrictor in the inlet, or a smaller total nozzle area, sometimes with air drawn in to keep the feel of the flow. The result is a lower litres-per-minute figure at the reference pressure.

Why the percentage on the box is not yours

A claim of “up to 50 % less water” compares the product against an unstated reference head at an unstated pressure. Against your existing head, at your pressure, the difference may be larger or considerably smaller.

What genuinely changes the total

Time. Flow multiplied by minutes is the whole equation, and the minutes are not a property of the head. A restricted head that makes rinsing shampoo take twice as long saves nothing at all.

The practical read

Look at the stated flow rate and its pressure, and at whether the restrictor can be removed. Both are facts. The percentage is not.

Questions people actually ask

Can I remove the restrictor from a water-saving head?

On many models yes — it is a moulded plastic insert in the inlet, and the manufacturer's instructions say whether it is designed to come out. On some it is integral to the head and cannot be removed without damage.

Does a restrictor help on a weak supply?

Usually the opposite. On a supply that is already below the pressure the head expects, a restrictor takes away flow the shower needed. That is why the same head is praised in one house and returned from another.
