The cheapest seat here, from the company that makes most American toilet seats: a USA-made plastic elongated seat with slow close and quick-release hinges for cleaning.
Bemis makes a large share of the seats sold in the United States, including the Mayfair on this shelf. This is its basic slow-close elongated plastic seat, at about $28, the cheapest here.
Quick-release hinges are worth more than they sound. The seat lifts off for cleaning the posts and the bowl rim behind them, where grime collects. The KOHLER Brevia on this shelf has them too.
The bullets say 19 inches; the spec table says 18.62. Elongated seats are nominally 18.5. Either will cover a standard elongated bowl; the difference only matters against an unusual one.

Measure from the center of the two seat bolts to the front edge of the bowl. About 18.5 inches is elongated, which this seat fits; about 16.5 is round, which needs a round seat. Every seat on this shelf is elongated.
Bemis says the slow-close action is activated once the seat is installed. Fitted and tightened, the hinges control the closing speed; loose in the box, they may not.
They let the seat lift off its hinge posts without tools, so you can clean the hinges and the area behind them, which is where a toilet gets dirtiest. It clicks back on.
